Summary of position:
Under the direction of the Management Consular Officer (MCO), the Property Manager (LE-07) plans and administers services related to the maintenance of the Mission’s Staff Quarters and Chancery and ensuring that real property is maintained in accordance with Government of Canada standards and/or leasing terms; maintains contact with local real estate and construction industries, negotiates leases and renewals, as well as repair and maintenance agreements, and provides consultative services in respect to purchasing; supervises locally-engaged staff; prepares the annual estimates and budget input for operations and maintenance requirements; and performs other duties.

Essential qualifications:
Education:
• Bachelor Degree in civil engineering (or equivalent) or in related management/administrative field
Language:
• Fluency in English and Amharic (oral and written).

Experience:
• Minimum 5 years’ experience in the last 7 years in a field similar to this position. For example: administration, property management, architecture, the construction sector, project management, team management or financial management;
• Minimum of three years of experience supervising / managing a team.


Knowledge:
• Knowledge of general administrative practices and procedures;
• Knowledge of Microsoft Office (Word, Excel, Outlook Mail);
• Knowledge of the Government of Ethiopia’s processes and procedures as they relate to diplomatic and mission requirements;
• Demonstrated knowledge/experience of property management, real estate, building construction and related procurement.

Asset Qualifications:
Preference may be given to candidates who have the following asset qualifications:

• Previous experience working in a diplomatic mission, in a Canadian Government or Public Sector Environment or in an international environment;
• Experience in soliciting and analysing quotations for building renovations, maintenance, etc.
• Experience in managing service contracts, lease negotiations and interfacing with kebelles;
• Documented experience of quality control and follow-up of projects / purchases;
• Must possess a valid Grade 3 or higher Driver License;
• Fluency in Canada’s other official language (French).

• Ability and willingness to work overtime when required;
• Ability and willingness to travel occasionally.

Normal work week of 37.5 hours;
Monday – Thursday 08:00 – 17:00
Friday 08:00 – 12:30
