Summary of position:
Under the supervision of the Management and Consular Officer (MCO), the Property and Materiel Officer plans and administers services related to the procurement and maintenance of the mission's property (staff quarters and chancery) and materiel; maintains contact with local real estate and construction industries, negotiates leases and renewals as well as repair and maintenance contracts, provides consultative services in respect to purchasing; supervises other support services of the mission, including the materiel assistant, technical team, handyman and cleaners; prepares the annual estimates and budget for operations maintenance requirements and performs other duties.

Essential qualifications:
Education:
• Bachelor degree in Civil Engineering, Architecture, Administration or Commerce from a recognized University or 5 years of continuous experience working in a related field such as property management of buildings or construction property management in Romania within the last 7 years.
Language:
• Fluency in English and Romanian (oral & written).

Experience:
• For Bachelor degree holders: a minimum of 3 years continuous experience working in a related field such as property management of buildings or construction project management in Romania within the last 7 years or
5 years of continuous experience working in a related field such as property management of buildings or construction property management in Romania within the last 7 years;
• Experience supervising/managing a team for more than 3 years within the last 7 years.


Knowledge:

• Knowledge of general administrative office practices and procedures;
• Knowledge of Microsoft Office (Word, Excel, PowerPoint, Outlook Mail), and web search engines.

Management reserves the right to assess the knowledge, ability and skills and competency criteria using either of the following: written exam, interview and psychometric test.

Asset Qualifications:
Preference may be given to candidates who have the following asset qualifications:
• Knowledge of the Government of Romania’s processes and procedures as they relate to diplomatic and mission requirements.
• Previous experience working in a diplomatic mission, in a Canadian Government or Public Sector Environment or in an international environment in managing Property portfolios;
• Fluency in Canada’s other official language (French).
If candidates meet the factors listed in the asset qualifications they must also clearly demonstrate how they meet these factors in their covering letter.

Operational Requirements:
• Ability and willingness to work overtime including weekend work and emergency calls, when required;
• Ability and willingness to travel occasionally;
• Valid driver’s license.
Normal work week 37.5 hours per week;
Monday – Thursday 08:30 – 17:00
Friday 08:30 – 14:00

Condition(s) of Employment:
