Term Details:
The position has a specified period of employment of two years, with the possibility of extension/renewal. This competitive staffing process may be used to create an eligibility list of qualified candidates for this position with various tenures, including indeterminate, term, assignment/transfer, and/or acting opportunities at the Consulate General of Canada and Permanent Mission of Canada to the United Nations in New York, which might arise in the 12 months following the completion of this competition. Open to: 1. Persons living in the tri-state area of New York and whose applications are received by the closing date. 2. Employees of the Embassy of Canada in Washington D.C. and of any Canadian Mission in the United States. Relocation will not be paid in any circumstances. 3. Spouses and dependents of Canada-based staff at the Consulate of Canada in New York and the Permanent Mission of Canada to the United Nations in New York. Summary of position:
Under the direction of the Mission Administrative Officer in coordination with the wider Property & Material team, plans and administers services related to the procurement and preventative maintenance of the Mission's staff quarters, official residences and chancery; plans and administers activities related to interior decoration of staff quarters, and the supply and maintenance of required furnishings, equipment and appliances; maintains contact with local real estate and construction industries, negotiates lease renewals and repair and maintenance contracts, and provides consultative services in respect to purchasing; supervises several locally-engaged staff; prepares the annual input and updates to the property management system as well as the multi-year property maintenance plan which includes estimates and budget input for operations and maintenance requirements; and performs other duties.

Essential qualifications:

Language Requirement:
Fluency in English (oral and written).

Education:
• Bachelor’s degree from an accredited college or university.

Experience:
• A minimum 4 years recent experience related to property management in the local real estate market, including leasing, repair and upkeep of buildings and physical resources, procurement and contracting of goods and services;
• Recent experience related to budget management, including preparing budgetary forecasts, trend analysis and reports for procurement and managerial decision making;
• Experience in project management (including planning, execution and tracking/reporting results);
• Recent experience in supervising staff of 2 or more individuals; and
• Extensive experience using Word, Excel, and Outlook, and management systems.

Asset Qualifications:
• Knowledgeable in French.
• A superior command of English.
• Property Management/Real Estate Management certificate.

Organizational Needs:
Experience:

• Knowledge of facilities management, including preventative maintenance, repair, upkeep of buildings and physical resources;
• Knowledge of procurement and contracting from suppliers and service providers;
• Knowledge in working with Microsoft office applications and mobile platforms;
• Knowledge of inventory management and warehousing/storage; and
• Knowledge of budget management, including business planning, preparing budgetary forecasts, trend analysis and reports.

Abilities:
• Ability to evaluate problems, analyse options and provide recommendations for solutions;
• Ability to project manage, plan, organize and manage multiple priorities, resolve problems within tight deadlines and work under pressure;
• Ability to assign, coordinate with team members and manage the work performance of staff and contractors;
• Ability to manage resources, plan and forecast resource requirements, analyse and provide strategic advice;
• Ability to negotiate and obtain value for money through procurement and contracting;
• Ability to work in teams and achieving results to meet team objectives; and
• Ability to communicate effectively both orally and in writing, including the drafting of reports.

Operational Requirements:
Normal hours of work for this position are in accordance with the Locally Engaged Staff (LES) regulations of 37.5 hours per week. Overtime is required.

The successful candidate will be required to obtain Government of Canada Reliability Status (RS) security verification.
