Summary of position:
Under the direction of the Foreign Service Information Technology Professional, the incumbent will perform the below key duties:
• Identify, resolve and document IM/IT incidents reported by consulate clients;
• Provide technical and procedural guidance on the use of LAN and associated IM/IT equipment;
• Provide one-on-one IM/IT coaching or group training sessions to consulate clients as required/requested;
• Document resolutions of common or recurring IM/IT incidents for consulate clients and share information with IM/IT support community;
• Monitor consulate service tracking program and consulate IM/IT mailbox on a daily basis to action IM/IT incidents;
• Setup and teardown temporary IT equipment required by sections or programs in/out of the consulate;
• Identify, analyze and document problems encountered on the IM/IT infrastructure;
• Author procedural documents, e.g. how-to guides;
• Coordinate and facilitate assistance from outside service technicians (3rd party support) as required;
• Keep abreast of informatics technology developments within and outside of Global Affairs Canada and if appropriate, recommend use at the consulate for added efficiencies and cost savings.

Essential qualifications:
Education:
• Degree from a college or university with a specialization in computer science or related discipline, OR an acceptable equivalent through the combination of education and work experience

Language:
• Proficiency in English (reading, writing, listening, speaking)

Experience:
• Experience in providing competent IT user support over the telephone, by e-mail and in person
• Experience in supporting and administering a LAN and its environment
• Experience in supporting commercial, off-the-shelf software and hardware
• Basic experience in supporting mobile communications devices such as iPad and smartphones

Knowledge:
• Knowledge of supporting and administering a Local Area Network (LAN) and its environment
• Knowledge of theories and practices of IT related functions: software, hardware, networking, internet-working and communications
• Knowledge of trouble-shooting techniques used in the resolution of technical problems pertaining to IT equipment and infrastructure

Abilities/skills:
• Ability to analyse, diagnose and resolve technical problems related to the use of hardware and software in a networking environment
• Ability to analyse and identify operational and user requirements for planning and development purposes
• Ability to provide user support, coaching, and training by correspondence, over the telephone and in person
• Ability to describe a problem succinctly and discuss likely causes and solutions with a view to solving the problem
• Ability to maintain inventories and track costs
• Ability to prioritize tasks and work on multiple tasks concurrently
• Ability to publish basic web content, e.g. wiki pages

Asset Qualifications:
Language:
• Proficiency in French (reading, writing, listening, speaking)
• Proficiency in Mandarin Chinese (reading, writing, listening, speaking)

Experience:
• Experience in administering Microsoft Windows Server 2008 and Server 2012
• Experience in supporting Microsoft Windows 7 and Windows 10, Office Suite 2013 and 2016
• Experience in supporting Remote Access tools (Citrix Receiver and Cisco Anyconnect)
• Experience in internet-working technologies
• Experience in virtualization technologies, primarily VMWare
• Experience tracking escalating service issues using ticket tracking software
• Experience working in an international environment such as an embassy, consulate, international organization or multinational company

Organizational Needs:

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Able to travel domestically and internationally as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Consulate General can only facilitate working visas for Canadian citizens.
• Ability to obtain and maintain a valid “Reliability Status” security clearance

Area of selection:
This position is open to Canadian citizens who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews at the designated location at own expense. The successful candidate will be required to relocate to Shanghai at own expense.
