Summary of position:
Under the direction of the Head of Mission (HOM) and the Foreign Policy and Diplomacy Service (FPDS), acts as social secretary to the HOM; helps to bring strategic focus to HOM’s agenda; ensures that mission staff understand HOM’s expectations and service standard; provides interpretation and translation services and arranges visits and appointments through liaison with host ministries and departments; organizes events inside and outside the mission in cooperation with FPDS section; and performs other duties as required.

Essential qualifications:
Education:
• Bachelor’s degree from a recognized university, OR an acceptable equivalent through the combination of education and work experience

Language:
• Proficiency in English (reading, writing, listening, speaking)
• Proficiency in Mandarin Chinese (reading, writing, listening, speaking)
• Proficiency in Cantonese (reading, writing, listening, speaking)

Experience:
• Minimum 2 years of experience in all of the following areas:
o Experience in providing administrative support to busy executives;
o Experience in dealing with the public and providing client service;
o Experience in event planning and management;
o Experience in providing translation and interpretation from English to Chinese and vice versa.

Knowledge:
• Knowledge of MS Office Tools, including Outlook, Word, Excel and PowerPoint

Abilities/skills:
• Ability to write effective business correspondence in English and Chinese
• Ability to perform translation and interpretation from English to Chinese and vice versa

Asset Qualifications:
Preferred standing may be given to those candidates who also meet the following:

Language:
• Proficiency in French (reading, writing, listening, speaking)

Experience:
• Experience serving at an Embassy or Consulate in China;
• Previous experience interacting with Chinese government agencies

Knowledge:
• Knowledge of Canadian and Chinese political, economic, security and social environments, and of government and non-government institutions;
• Knowledge of protocol requirements relevant to interactions with Chinese government departments and organizations

Organizational Needs:
N/A

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Able to travel domestically and internationally as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China, including timely registration with the Diplomatic Services Bureau. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance
• Ability to obtain and maintain a valid Guangzhou Residence Permit

Area of selection:
This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Guangzhou at own expense. The successful candidate will be required to relocate to Guangzhou at own expense.
