Summary of position:
Under the general supervision of the Deputy Management and Consular Officer, the passport examiner / consular assistant provides information, advice and services to the local Canadian community; processes passport applications and citizenship documents for Canadians abroad; supports consular program delivery at the Mission; ensures information, advice and assistance is provided in a manner compliant with the policies and procedures of the Government of Canada; provides administrative and mail services for the consular section; and performs other duties as required. This is a high pressure client service delivery environment requiring interaction with the public every day.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their CV and cover letter how they meet each of these essential qualifications.

Education:

• A degree or diploma from a recognized university with a specialization in social sciences, administration, international relations or law, or other specialization relevant to the position or an acceptable combination of education and experience relevant to the position.

Language:

• Proficiency in English (read, write, and speak);
• Proficiency in French (read, write, and speak);
• Proficiency in Arabic (read, write, and speak).

Experience:

• Minimum of 2 years recent experience (in the last five years) working with the public in a client service environment;
• Minimum of 2 years recent experience (in the last five years) working in an office environment.


Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

• Knowledge of general office procedures;
• Knowledge of Microsoft Office software packages (such as Outlook, Word and Excel);
• Knowledge of the consular mandate of Global Affairs Canada.

Ability / Competencies:

• Ability to interact with the public in a service-oriented environment;
• Ability to work under pressure;
• Ability to analyse and interpret information quickly;
• Teamwork;
• Adaptability;
• Initiative;
• Judgment.

Asset Qualifications:
Preference may be given to candidates who meet the asset qualifications. Candidates must clearly demonstrate in their cover letter and resume how they meet these qualifications, if any.

• Work experience in a high pressure client service environment (ex.: banks, hospitals, embassies, visa application centres, governmental offices, etc.)

Operational Requirements:
• Requirement to work directly with difficult and distressed clients;
• Availability and willingness to work overtime, periodic evenings or weekends as required;
• Ability to lift boxes up to 20 kg.

Condition(s) of Employment:
• The successful candidates must be able to legally work in Lebanon or at the Embassy of Canada in Beirut.
• Applicants must hold a valid working authorization covering the period of employment. The Canadian Government cannot sponsor a candidate to obtain work authorization documents.
• The appointment of the successful candidates will be subject to Medical Clearance and Reliability Check (RC).
• A “Reliability Status” is the minimum security requirement needed to obtain before starting a new position with the Embassy of Canada in Lebanon. The security clearance must be maintained throughout employment – failure to do so may result in dismissal.
• The successful candidate should have Government of Canada Passport certification and have completed the Passport Training for Foreign Operations exam (passing mark 80% - self-directed).
