Summary of position:
The Canadian Trade Commissioner Service is a world-wide network of professionals dedicated to advancing Canada's economic interests in global markets. Trade Commissioners provide their Canadian clients with practical advice on foreign markets and on-the-ground intelligence to make better, more timely, and cost-effective decisions in foreign markets.
The Agriculture and Agri-food Trade Commissioners complement the larger network of Global Affairs Canada’s Trade Commissioners by providing direct support to agriculture and agri-food companies from Canada. They are client-centered, and engage in a range of activities including export market development, advocacy on market access, trade policy analysis, development of strategic alliances and networks, identification and communication of business leads, linking Canadian clients into supply chain networks, and promoting foreign direct investment into Canada.
The successful candidate will be expected to provide advice, guidance, and support directed at increasing Canadian agriculture and agri-food trade and investment with Hong Kong SAR and Macao SAR. They will work as part of the international business development team of the Consulate General of Canada in Hong Kong and Macao, and will have some supervisory responsibilities for other members of the team.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

• Graduation from a recognized university or equivalent with bachelor’s degree;

• Fluency in English, both written and spoken;
• Proficiency in Cantonese language, both written and spoken.

• A minimum of five (5) years of recent and direct experience working on international trade and/or investment issues OR a minimum of five (5) years of recent experience working on domestic trade issues in a Hong Kong government department;
• A minimum of five (5) years’ experience in managing client relationships and providing personalized client service;
• Experience in market development activities and/or strategic planning with a focus on results delivery;
• Experience in providing strategic advice, written and oral briefings, and written reports to both internal and external stakeholders;
• Experience in managing financial and human resources.

Rated Requirements:

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

• Knowledge of international trade and investment practices, including but not limited to market access issues, trade policy, import/export, foreign direct investment, and technology transfer
• Knowledge of the Hong Kong, Macao, or Canadian agriculture and agri-food sector;
• Hong Kong trade and investment environment and practices, Hong Kong government and industry structure, and major economic or political issues that impact international trade or investment in Hong Kong;

Abilities / skills:
• Ability to communicate effectively (speaking and writing) in English and Cantonese;
• Ability to build and sustain a network of contacts, and clearly convey your position to key interlocutors;
• Ability to gather and analyze market intelligence to assess opportunities and challenges for clients or key stakeholders;

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Proficiency in Mandarin and/or French (written and oral). Please indicate your level of knowledge of the language in your application.
• Knowledge of Canadian agriculture and agri-food sector, including competitive strengths and international market challenges in Hong Kong and Macao;
• Experience working with international business and/or government delegations and/or major trade exhibitions;
• Knowledge of Canadian trade and investment environment and Canadian government and industry structures and practices;
• Knowledge of Macao trade and investment environment and Macao SAR government institutions and industry.

Organizational Needs:

Operational Requirements:
• Hours of work: Mondays-Thursday: 08:30 to 17:30;
• Fridays: 08:30 to 13:00;
• Must be able to work overtime on short notice on occasion; and
• Must be available for occasional duties outside normal working hours (i.e., evenings and weekends);
• Ability and willingness to travel, including internationally.

Condition(s) of Employment:
• Successful candidates must possess a valid work authorization or otherwise be permitted to work legally in Hong Kong by the closing date and for the duration of the employment period;
• Successful candidates must be able to obtain and maintain a valid security clearance / Reliability Status (RS);

The appointment of the successful candidate will be subject to obtaining Reliability Status (RS). To conduct the security clearance process, the successful candidate must submit the following documents on being selected by the Mission:
• Completed Reliability Status Check forms (provided by the Consulate General);
• Consent form for Reliability Status Check – for local criminal record check and Canada’s vetting/evaluation (provided by the Consulate General);
• Proof of address from your bank or other recognized companies stating your name and your address;
• Professional and education mark sheets or certificates;
• Letters of reference;
• Reference checks – from three referees;
• HKID card or valid work permit;
• Passport photo x 1;
• Credit check results;
• Other documents as required.
