Summary of position:
Reporting to the Embassy Security Specialist, the Readiness Program Officer supports and assists the in the delivery of the Readiness Program, which is responsible for ensuring the security of the mission’s premises, staff, dependants, information, assets and operations. The Program also is tasked with ensuring the overall preparedness of the mission to respond to security threats, crises, and other emergencies.

The Readiness Program Officer
•conducts monitoring and research via various means and sources;
•drafts policies, reports, and other materials;
•advises the Mission Security Specialist on various security and readiness matters;
•liaises with local security authorities;
•maintains an active network of security contacts;
•plans and conducts drills and training sessions;
•tracks, budgets for, and acquires security and emergency equipment and provisions;
•and provides other operational and administrative support as required.

Essential qualifications:
Essential Qualifications
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. All applicants must submit a resume and a cover letter by the closing date. Education:
•A Bachelor’s degree from a recognized university; or
•A diploma certifying completion of four years of secondary education, and an acceptable combination of education, training and work experience in the public safety / law enforcement, defence, emergency management, or security management sectors.

Language:
•Fluent in (speaking, reading, and writing) English

Experience:
•Minimum three (3) years of recent* experience in the field of Security and/or Emergency Management and/or Crisis Management within a commercial, industrial, or government establishment;
•Experience in conducting research, collecting information, drafting reports or briefs, and providing advice and recommendations to management;
•Experience in developing and implementing standard operating procedures, guidelines, or policies; and
•Experience in conducting briefings and/or drills and/or training

* “Recent experience” refers to the depth and breadth of experience associated with having performed a broad range of related activities. Accumulated experience that has been acquired within the last 7 years is required. Experience will be assessed on the basis of the scope, the quantity, complexity, diversity of the work performed, and degree of autonomy.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Candidates being considered for the position will be called to undergo an evaluation process that will include an interview. Skills and/or knowledge tests may be conducted prior and/or subsequent to the interview in order to assist the selection board in assessing the applicant’s suitability for the position.

Knowledge:
•Standard security risk mitigation measures and practices for a corporate, government or international organization setting
•Concepts, theories, and practices associated with emergency preparedness and response
•General office, administrative, and financial management procedures
•Proficient use of Microsoft Office suite (Word, Excel, PowerPoint)

Abilities/Competencies:
•Proficient in the use of office technology, including databases, Microsoft Office applications, and the internet
•Work under pressure, with a minimum level of supervision, taking initiative and adapting to rapid changes
•Analyze and interpret information quickly and efficiently, and provide advice and recommendations
•Sound judgement, including in sensitive situations, with both urgency and care for sensitive information
•Ability to set business priorities and develop, design, and deliver work plans and training
•Ability to communicate effectively orally and in writing
•Superior interpersonal skills with the ability to interact effectively with people from diverse cultures, establish a client and contacts network (both local (UAE) and Canadian government), and work as part of a team
•Integrity, sound ethical and moral principles
•Team player with a positive attitude, able to work within a hierarchy

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
•Valid Government of Canada Security Clearance (Secret or above)
•Functional fluency in speaking, reading, and writing French and/or Arabic
•Specialized education or certification in physical and electronic security equipment
•Specialized education or certification in organizational security management and/or emergency management
•Past experience working for a foreign mission or an international organization

Organizational Needs:

Operational Requirements:
•Possession of a valid passport and ability to travel (domestic and/or international); and
•Ability and willingness to work overtime on weekdays and/or during weekends and/or during emergencies if job demands and to accept occasional urgent after-hours communications including telephone calls; and
•Leave may be restricted due to operational requirements.

Condition(s) of Employment:
•Able to obtain and maintain a Government of Canada Reliability Status clearance or Security Clearance;
•Must be a resident of the UAE during the time of hire and eligible to work in UAE;
•Must hold a valid Diplomatic ID, UAE work permit or no impediments to obtaining one;
•Must hold and maintain a valid UAE driver’s license; and
•Must be admissible for travel to Canada.
•Able to obtain and maintain a Government of Canada Reliability Status clearance or Security Clearance;
•Must be a resident of the UAE during the time of hire and eligible to work in UAE;
•Must hold a valid Diplomatic ID, UAE work permit or no impediments to obtaining one;
•Must possess a valid UAE driver’s licence, or a valid driver’s licence from another jurisdiction with the ability to obtain a UAE driver’s licence within 2 months of the commencement of employment.
•Must be admissible for travel to Canada.

Area of selection:
Open to (1) external applicants (with a valid work/residency permit and residing in the UAE during the assessment period and covering the entire period of employment requested. In addition, the selected candidate must provide a local address as proof of UAE residence); (2) employees occupying an indeterminate or term position at the Embassy of Canada in Abu Dhabi or the Consulate General of Canada in Dubai; and (3) adult dependants of Canada Based Staff assigned to the Embassy of Canada in Abu Dhabi or the Consulate General of Canada in Dubai, who meet all of the essential qualifications and whose applications are received by the closing date.
