Summary of position:
The role of the Management and Consular Operations Community of Practice is to enable the Vienna Conventions at Canadian missions abroad and provide a range of consular operations (case-management) services for the assigned area of accreditation, assistance to Canadians abroad who may find themselves in distressing situations, notarial services, and services related to the passport and citizenship programs. The position is a working level position of the consular program at mission.

Under the direction of the Deputy Management Consular Officer, the position delivers the following services at the High Commission of Canada to Barbados: consular, passport, emergency management, notarial and citizenship which includes consular case management, monitoring service standard performance, establishing processes and procedures, asset inventory and reporting, maintaining internal and external networks, conducting advocacy on behalf of clients and in support of mission objectives, doing research, preparing internal instructions and communications, supporting the planning and implementation of the consular/passport/emergency management services and the associated development of operational goals, objectives and policies, problem solving, and may supervise the functions carried out in support of the consular/passport/emergency services at mission.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

A degree from an accredited university; OR a combination of four years of relevant experience, education, and training.

Fluency in English and French (oral and written).

• Minimum of 2 years of experience providing case management services to a range of clients which may include work in areas such as consular services, passport/citizenship services, or social services;
• Experience in program administration as it relates to management services such as performance management, financial management, human resources management, and/or strategic planning;
• Experience overseeing subordinate work;
• Experience dealing with highly sensitive and confidential client information.

Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

• Knowledge of Global Affairs Canada’s consular mandate and objectives.
• Knowledge of local and Canadian government organizations that may assist Canadian citizens with routine matters, during times of distress, or during a crisis or emergency situation.
• Proficiency in Microsoft Office applications (e.g. Outlook, Word, Excel, Powerpoint. Microsoft 360) and knowledge of web-based search engines and social media platforms.


• Communicate ideas professionally, effectively in English and French orally and in writing;
• Effectively manage complex and/or sensitive cases;
• Research and analyze complex information and provide recommendations to management;
• Work independently and in a proactive and accountable manner;
• Manage multiple competing demands, organize time and work effectively; and
• Cultivate a network of contacts and positive working relationships in government offices, private sector organizations, not-for profit organizations, or other diplomatic missions.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Prior experience or training in the provision of consular services;
• Experience working in a diplomatic/consular mission and/or an international organization;
• Experience with and / or knowledge of key local government agencies and interlocutors relevant to the provision of consular services to Canadians.

Operational Requirements:
Normal hours of work for this position are in accordance with the Locally Engaged Staff (LES) regulations of 37.5 hours per week. The incumbent will be required to work overtime and travel on an as-needed basis.

Condition(s) of Employment:
Eligibility for a Government of Canada Reliability Status which includes a criminal record check, credit check and validation of qualifications
•Be able and committed to working additional hours as required and on short notice including evenings and weekends
•Must be willing to undertake work-related travel
•Field work under potentially difficult conditions will be required (e.g. prison visits)
•Passing grade on Passport Canada Foreign Operations Online Training (obtained within three months of starting date)
•Delegated Signing Authority under the Canada Evidence Act (obtained within three month of starting date)
