Summary of position:
The mandate of the Trade Officer Service is to promote Canada's economic interests in global markets by engaging in a range of activities including: contributing to export market development; conducting advocacy and foreign market access activities; understanding and analyzing trade policy issues; attracting foreign investment to Canada; developing a network of international business contact; identifying and communicating of business leads; fostering of strategic alliances; linking Canadian businesses to global value chains; supporting licensing and venture capital linkages; promoting joint-venture partnering and foreign equity investment; facilitating R&D collaboration and technology transfer; promoting corporate social responsibility; and facilitating of Canadian direct investment abroad.


Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Bachelor’s or equivalent degree from a recognized university in a field related to the position, including but not limited to: commerce, finance, and economics.

Language:
• Fluency in English and Cantonese, both written and spoken.

Experience:
• A minimum of 2 years of recent and direct experience in business development related to international trade;
• Experience in developing and managing client and stakeholder relationships, and in providing client service support with limited supervision;
• Experience in developing market knowledge, identifying trends, and assisting clients with accessing opportunities and/or troubleshooting, either alone or as part of a team;
• Experience in researching and synthesizing information from diverse sources to write detailed reports and provide oral briefings;
• Experience in database and information management; and
• Experience in using social media tools for promotion and/or to generate new business opportunities.

Rated Requirements:
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of the international business development objectives of the Government of Canada with regards to export development, Foreign Direct Investment, and Science, Technology & Innovation;
• Knowledge of Canada and Hong Kong’s advantages in one or more of the following sectors: Education, and/or Creative Industries; and
• Knowledge of trends and recent developments in the Canadian and Hong Kong SAR economies.

• Communicate effectively in English and Cantonese, both orally and in writing;
• Secure, prepare for, and conduct client meetings as part of a small team;
• Build and sustain a network of contacts in both Hong Kong and abroad;

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Experience working with international business and/or government delegations and/or trade exhibitions;
• Knowledge of Canadian trade and investment environment and Canadian government and industry structures and practices;
• Knowledge of Macao trade and investment environment and Macao SAR government institutions and industry.
• The ability to communicate effectively in Mandarin, and/or French, both orally and in writing;


Organizational Needs:
N/A

Operational Requirements:
• Hours of work: Mondays-Thursday: 08:30 to 17:30;
• Fridays: 08:30 to 13:00;
• Hours of work are subject to change;
• Must be able to work overtime on short notice on occasion; and
• Must be available for occasional duties outside normal working hours (i.e., evenings and weekends);
• Ability and willingness to travel, including internationally.


Condition(s) of Employment:
Conditions of Employment (must be met):

• Successful candidates must possess a valid work authorization or otherwise be permitted to work legally in Hong Kong with any employer by the closing date and for the duration of the employment period;
• Successful candidates must be able to obtain and maintain a valid security clearance / Reliability Status (RS).

The appointment of the successful candidate will be subject to obtaining Reliability Status (RS). To conduct the RS process, the successful candidate must submit the following documents on being selected by the Mission:

• Completed Reliability Status Check forms (provided by the Consulate General);
• Consent form for Reliability Status Check – for local criminal record check and Canada’s vetting/evaluation (provided by the Consulate General);
• Proof of address from your bank or other recognized companies stating your name and your address;
• Professional and education mark sheets or certificates;
• Letters of reference;
• Reference checks – from three referees;
• HKID card or valid work permit;
• Passport photo x 1;
• Credit check results;
• Other documents as required.
