Summary of position:
Under the general direction of the Deputy Management and Consular Officer (DMCO) the incumbent is the focal point for providing a wide range of services, guidance and support to clients within the Consulate General of Canada in New York and the Permanent Mission of Canada to the UN. The incumbent leads on key responsibilities in the areas of budget and financial management, program administration, procurement (including of contracting of high-value goods and services), and information management. The incumbent will have a role in interpreting government policies, and doing analysis in order to provide thorough guidance to colleagues. The incumbent should be an excellent communicator in order to work well with clients, work in an intersectional manner with team members and provide briefings to management. We are also seeking someone who takes initiative, as they will have a role in developing key guidelines and business processes used at the mission. The position is also responsible for the management of an assistant.


Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education
A bachelor's degree from an accredited college or university; OR
A acceptable combination of an associate's degree and 7 years relevant experience to the specific areas of competencies required by the position.

Language
Fluency in English (oral and written)

Experience
• A minimum of 4 years of recent* and direct experience in office administration;
• Experience working in a corporate services environment;
• Experience in managing client and stakeholder relations and in providing client service support to a diverse client base;
• Demonstrated experience in budget planning and forecasting using electronic tools (please specify);
• Experience in conducting research and providing advice, briefings and written reports to management and/or clients regarding office administration issues.

*Recent as defined in the last 6 years.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral in-person, remote or recorded interview, a role-play, practical tests, a presentation and/or psychometric assessment.

Knowledge
• Knowledge or procedures and practices for providing administrative services in areas such as business planning, organizational effectiveness, policy review and application, business communications, information management, and client services;
• Knowledge of and proficient in computer software and systems, including Microsoft Office Suite;
• Knowledge of contractual, financial and budget management procedures.

Operational Requirements:
• Due to the situation with COVID 19, many employees with the Consulate are currently teleworking. As the Consulate moves through its reopening phases, and based on the requirements of the position, the incumbent may be required to work on site at the Consulate. Once the Consulate returns to normal operations, the incumbent will be expected to work from the mission;
• Must be able to work overtime on short notice on occasion;
• Must be available for occasional duties outside normal working hours (i.e. evenings and weekends);
• Travel: This position requires infrequent travel throughout the territory covered by the Consulate General of Canada in New York as well as to Canada and/or missions throughout the USA;
• Hours of work: Normal hours of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week. The incumbent may be required to work overtime as needed.

Condition(s) of Employment:
Eligibility for a Government of Canada Reliability Status which includes a criminal and credit background check; and
Independent work authorization in the United States and status in accordance with United States protocol directives for foreign missions. In this respect, applicants must confirm independent work authorization in the United States (e.g. US Citizen, U.S Legal Permanent Resident (LPR), or specific visa categories (e.g. dependents of Diplomatic and Official Visas holders)) as required by the Department of State for employment in a foreign mission.
