Summary of position:
The Trade and Innovation Services mandate is to promote Quebec’s economic interests in world markets by implementing various activities, in particular, by contributing to export market development; conducting advocacy and foreign market access activities; understanding and analyzing trade policy issues; developing a network of international business contacts; identifying and communicating with business leaders; fostering strategic alliances; linking Quebec businesses to global value chains; supporting licensing and venture capital linkages; facilitating R&D collaboration and technology transfer; and promoting corporate social responsibility.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

• Bachelor’s or equivalent degree from a recognized university in a field related to the position, including but not limited to: commerce, finance, and economics.

• Fluency in French, English and Cantonese, both written and spoken.

• A minimum of 2 years of recent and direct experience in business development related to international trade, notably in Hong Kong SAR and/or in China;
• Experience in developing and managing business client and stakeholder relationships, and in providing client service support with limited supervision;
• Work experience with international businesses;
• Experience in developing market knowledge, identifying trends, and assisting clients with accessing opportunities and/or troubleshooting, either alone or as part of a team.

Rated Requirements:
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

• Knowledge of the Hong Kong SAR economy, its trends and recent developments;
• Knowledge of the businesses and the major players and stakeholders in the Hong Kong SAR;
• Knowledge of the high potential sectors such as, but not limited to, Green Building, Creative Industries, Fintech.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Experience in providing support and advice to companies in carrying out their international market development projects;
• Experience in using social media tools for promotion and/or to generate new business opportunities.
• Experience in researching and synthesizing information from diverse sources to write detailed reports and provide oral briefings;
• Experience working with government delegations and/or trade exhibitions;
• Knowledge of Québec and Canadian trade and investment environment and Québec and Canadian government and business structures and practices;
• Knowledge of Macao trade and investment environment and Macao SAR government institutions and industry;
• The ability to communicate effectively in Mandarin, both orally and in writing.

Organizational Needs:

Operational Requirements:
• Hours of work: Monday-Thursday: 08:30 to 17:30;
• Fridays: 08:30 to 13:00;
• Hours of work are subject to change;
• Must be able to work overtime on short notice on occasion; and
• Must be available for occasional duties outside normal working hours (i.e., evenings and weekends);
• Ability and willingness to travel, including internationally.

Condition(s) of Employment:
• Successful candidates must possess a valid work authorization or otherwise be permitted to work legally in Hong Kong with any employer by the closing date and for the duration of the employment period;
• Successful candidates must be able to obtain and maintain a valid security clearance / Reliability Status (RS).

The appointment of the successful candidate will be subject to obtaining Reliability Status (RS). To conduct the RS process, the successful candidate must submit the following documents on being selected by the Mission:

• Completed Reliability Status Check forms (provided by the Consulate General);
• Consent form for Reliability Status Check – for local criminal record check and Canada’s vetting/evaluation (provided by the Consulate General);
• Proof of address from your bank or other recognized companies stating your name and your address;
• Professional and education mark sheets or certificates;
• Letters of reference;
• Reference checks – from three referees;
• HKID card or valid work permit;
• Passport photo x 1;
• Credit check results;
• Other documents as required.
