Summary of position:
This is a Readiness Program Officer position reporting to the Mission Security Officer (MSO) who is a Canadian citizen deployed to Serbia on a rotational basis. The position will support the MSO in their duty to support Canadians abroad and will ensure that the Embassy is always in a state of readiness to respond to international emergencies affecting the Canadian community abroad, as well as maintaining and enhancing the Embassy’s operational and physical security.

Readiness encompasses Emergency Management (EM) and Security. This position will be responsible for the management of the four pillars of Emergency Management (mitigation, preparation, response and recovery) and the identification, assessment, monitoring and management of risks related to the Embassy’s security.

The successful candidate will research and analyze the security environment in Serbia;
- advise on operational security matters;
- prepare detailed reports;
- develop and maintain an active network of operational security contacts;
- assist in the management of a locally-contracted guard force;
- perform background checks on Locally Engaged Staff and contractors;
- deliver routine group and individual security briefings;
- contribute to maintaining a culture of security in the Embassy;
- assist in the response to security incidents affecting personnel, information and /or assets;
- support the Embassy’s overall emergency preparedness / management EM activities and business continuity planning.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Successful completion of a bachelor’s level university degree from a recognized institution

Language:
• Fluency in English (oral and written)
• Fluency in Serbian (oral and written)

Experience:
• Relevant experience in the field of security and/or emergency management in a role that includes responsibilities of providing security and safety advice and guidance across a variety of disciplines to civilians and officials and/or security reporting including researching, analyzing, synthesizing or drafting content for the purposes of supporting managerial decision making
• Experience in building and maintaining a network of professional external contacts for the purposes of advancing the interests of the organization, preferably but not exclusively, in the security sector in Serbia
• Experience in developing and implementing security operating procedures, processes, emergency plans, best practices and guidelines
• Experience in managing employees and or contractors

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge of:
• Security and emergency management environment throughout Serbia
• Standard security mitigation features and practices for ensuring security of persons, information, and physical property
• Emergency management concepts, theories, and practices
• Financial administration (basic knowledge only required)

Ability to:
• Conduct training for employees (all levels in the organization)
• Conduct vulnerability assessments
• Analyze problems independently and propose viable courses of action
• Analyze, interpret and synthesize information quickly and efficiently
• Meet tight deadlines and work well under pressure with minimal supervision

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Working experience with an international organization, governmental organization, diplomatic mission or embassy in the area of security and/or emergency management
• Experience in writing detailed security reports, preferably in English
• Experience overseeing a locally hired guard force
• Knowledge of French
• Knowledge of Macedonian language

Organizational Needs:
• A representational workforce, including from all employment equity groups

Operational Requirements:
• Working hours: 37.5 hours per week, Monday to Friday
• Ability to work overtime, periodic evenings and weekends during high work load periods and emergencies
• Ability and willingness to travel in the country and / or region

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization. The Government of Canada cannot sponsor a candidate to obtain work authorization documents.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period.
