Summary of position:
Working in the Trade section at the Embassy of Canada in the Philippines, the Trade Commissioner will contribute to the successful delivery of the International Business Development (IBD) program. In collaboration with the global Canadian Trade Commissioner Service network and Global Affairs Canada in Ottawa, the candidate’s primary role will be to provide timely and high-quality advice and assistance to Canadian companies pursuing climate finance opportunities in Asia primarily through the Asian Development Bank. The candidate will also provide policy advice and insight on new developments and trends in climate finance to Global Affairs Canada and other key Canadian stakeholders.

Responsibilities include:
• Providing timely and high-quality service to Canadian business clients;
• Identifying and disseminating intelligence, key contacts, and business opportunities in climate finance to Canadian clients;
• Developing, maintaining, and leveraging a network of diverse and influential contacts to support program objectives;
• Gathering and providing insight and strategic advice on recent developments and trends in climate finance to key Canadian stakeholders; and
• Developing, planning and implementing program objectives, including tracking and reporting of results, planning and delivering events, supporting official visits, and identifying and implementing opportunities for continuous improvement.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

• Bachelor’s Degree from a recognized university, OR an acceptable combination of education, training and work experience related to the duties and specific areas of competence required by the position, including but not limited to:
- Business
- Economics
- Finance
- Engineering.
- Science

• Fluency in English

• A minimum of five (5) years’ professional experience working in business development or program management in the private and/or public sector, including at least two (2) years’ recent* experience in:
- an international financial institution, and/or
- International project financing, and/or
- International financing for development projects, and/or
- Clean technologies or infrastructure sectors.
• Experience conducting research and analysis and providing strategic advice, briefings and written reports to senior management and/or to business clients.
• Experience in project management, including strategic planning, implementation,
tracking/reporting results, and budget management.
• Experience in developing and managing stakeholder relationships and in providing client service to customers/clients.

* ”Recent” is defined as within the last six (6) years.

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

• International climate financing and/or international financial institutions funding mechanisms
• Basic knowledge of the role of the Canadian Trade Commissioner Service in advancing Canadian commercial interests
• Knowledge of the Canadian economy

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Proficiency in French
• Fluency in Tagalog
• Post graduate degree from a recognized university
• Experience in developing joint projects with colleagues in remote locations
• Formal training in international finance
• Familiarity with the roles, operations, and priorities of the Asian Development Bank, and project financing

Operational Requirements:
• Must be able to work overtime on short notice on occasion;
• Must be available for occasional duties outside normal working hours, i.e., evenings and weekends);
• Must be willing to travel (domestic and international)

Condition(s) of Employment:

The successful candidate must:
• Have a valid “Reliability Status”, security check is required prior to appointment as well as a local police clearance certification and medical examination. The required level of security clearance must be maintained throughout the employment period.
• Have the ability to maintain a valid working authorization in the Philippines for the duration of the employment term. If applicable, proof of Visa is required.
