Summary of position:
The position is an administrative support level position of the Common Services Program.
Provides advice and information to internal and external clients based on the use or adaptation of standard rules, practices and procedures pertaining to various types of requests and recommends changes on procedures and practices to improve effectiveness, efficiency and cost-effectiveness; prepares standard documents and forms on different systems for different recipients; creates paper and/or electronic files; maintains records/data, files, lists databases and statistics; researches and compiles data, verifies documents and information for completeness/accuracy and identifies and resolves discrepancies; maintains a network of operational contacts; responds to routine enquiries for documentation or information related to area(s) of responsibility from internal or external clients; coordinates meetings, events, schedules or travel; perform other duties as required.

Essential qualifications:
Education:
• Minimum Bachelor’s degree from a recognized university, OR an acceptable equivalent through the combination of education and work experience

Language:
• Proficiency in English (reading, writing, listening, speaking)
• Proficiency in Mandarin (reading, writing, listening, speaking)

Experience:
• Minimum of one year’s experience with general administrative duties
• Minimum of one year’s experience in providing client services
• Experience related to accounting, financial management or budgeting

Knowledge:
• Advanced knowledge of Microsoft Office applications including Outlook, Word and Excel
• Knowledge of accounting/bookkeeping/budgeting
• Knowledge of office administrative management practices, processes and procedures in finance and in at least one of the following areas: human resources, logistics, procurement and contracting

Abilities/skills:
• Ability to write effective business correspondence in English and Chinese
• Ability to perform well in a busy office environment
• Ability to manage data efficiently and to produce report

Asset Qualifications:
Preferred standing may be given to those candidates who also meet the following:

Language:
• Proficiency in French (reading, writing, listening and speaking)
• Proficiency in Cantonese (reading, writing, listening and speaking)

Experience:
• Previous work experience in at least one of the following: HR, logistics, procurement and contracting
• Previous work experience in an international organization or diplomatic missions

Knowledge:
• Knowledge of financial system SAP

Organizational Needs:

Operational Requirements:
• Ability and willingness to work overtime on short notice as required;
• Able to travel domestically and internationally as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens.
• Ability to obtain and maintain a valid “Reliability Status” security clearance.
• Ability to obtain and maintain a valid Guangzhou Residence Permit

Area of selection:
This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interview in Guangzhou at own expense. The successful candidate will be required to relocate to Guangzhou at their own expense.
