** This anticipatory staffing process will be used to create an eligibility list of qualified candidates for this position and similar positions at the same level with various tenures, including indeterminate and term with the Consulate General of Canada in Shanghai. If the selected candidate is already an active Locally-Engaged Staff (LES) employee, the eligibility list may also be used for assignments.

Summary of position:
Under the supervision of the Foreign Policy and Diplomacy Service (FPDS) Program Manager, the incumbent participates in the delivery of core FPDS services in a mission, including maintaining and developing networks; conducting advocacy; conducting research and drafting reports for meetings and visits and on political and economic developments;; supporting public affairs (including cultural diplomacy and communications); and supporting the general planning and implementation of the FPDS program’s operational goals, objectives and policies.

Essential qualifications:
Education:
• Bachelor’s degree from a recognized university in political science, law, journalism, public administration, international relations or a related discipline OR an acceptable combination of education, training and work experience in fields relevant to the position.

Language:
• Proficiency in English (reading, writing, listening and speaking)
• Proficiency in Mandarin (reading, writing, listening and speaking)

Experience:
• Recent* and significant** experience working and liaising with Chinese government entities, civil society, non-profit organizations or legal organizations
• Recent* and significant** experience analyzing the Chinese political environment or championing social or political issues
• Recent* and significant** experience in developing, planning and coordinating public affairs events in China;
• Recent* and significant** experience in coordinating logistics and developing programs for official events or visits.

Knowledge:
• Knowledge of the Chinese political system and current trends and issues
• Knowledge of the mandates/functions of Chinese ministries, agencies, and institutions, most notably those involved in international relations and public affairs, and how they shape political decision-making
• Knowledge of how civil society and non-government organizations operate in China
• Knowledge of China’s cultural and media environment

Abilities/skills:
• Ability to research and analyze various sources of information on the political environment, policies, issues, trends, and other information in order to provide cogent/timely reporting in English (oral and written)
• Ability to synthesize data to provide advice and recommendations
• Ability to prioritize, multi-task and organize own workload
• Ability to effectively coordinate and deliver high-level visits
• Ability to work productively under pressure and to meet deadlines
• Ability to communicate effectively with appropriate interpersonal skills in order to manage key relationships
• Ability to perform accurate translation and interpretation from Chinese to English and vice versa

Language:
• Proficiency in French (reading, writing, listening and speaking)

Education:
• Masters degree from a recognized university in political science, law, journalism, public administration, international relations or a related discipline.

Knowledge:
• Knowledge of Canadian cultural heritage
• Knowledge of Sino-Canada relations, and an appreciation of Canada’s diverse and comprehensive engagement with China

Organizational Needs:

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Able to travel domestically and internationally as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance

Area of selection:
This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Shanghai at their own expense. The successful candidate will be required to relocate to Shanghai at their own expense.
