Summary of position:
Consular Assistant: Under the supervision of the Consular Officer and Consular Program Manager, the Consular Assistant provides administrative support services to the consular and/or passport program and/or citizenship in the mission. This includes administrative functions associated with consular as well as passport and citizenship application reception and processing, administrative assistance to section officers, files and records retention, reception duties specific to serving the Canadian public, collection of passport/consular fees, mail triage and distribution, arranging travel, organizing meetings and logistics, monitoring section budget and liaison with CSDP.

Receptionist: provides reception services for the mission, which includes operating the switchboard and managing incoming calls to the mission on behalf of all programs; welcoming visitors who come to the reception area in person; providing general information to visitors on the consular, visa, immigration and/or other programs; controlling physical access to the Chancery by issuing visitor passes and providing front line security by screening of visitors; and receiving and distributing mail from private couriers.

Essential qualifications:
• Minimum Bachelor’s degree from a recognized university, OR an acceptable equivalent through the combination of education and work experience

• Proficiency in English (reading, writing, listening, speaking)
• Proficiency in Mandarin (reading, writing, listening, speaking)

• Minimum six (6) months experience in dealing with the public and customer/client service
• Minimum six (6) months experience in performing general administrative duties
• Minimum one (1) year of experience working in an office environment

• Ability to write effective business correspondence in English and Chinese using Microsoft Outlook and Microsoft Office
• Ability to perform verbal/written translation and interpretation from Chinese to English and vice versa.

Asset Qualifications:
• Proficiency in French (reading, writing, listening, speaking)

• Previous experience as a receptionist or administrative assistant in an office environment

Organizational Needs:

Operational Requirements:
• Ability and willingness to work overtime on short notice as required; and
• Able to travel domestically and internationally as required.

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens; and
• Ability to obtain and maintain a valid “Reliability Status” security clearance.

Area of selection:
This position is open to external candidates residing in China at the time of employment and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Shanghai at their own expense. The successful candidate will be required to relocate to Shanghai at their own expense.
