Summary of position:
Mandate Overview

The position of Senior Foreign Direct Investment Officer acts as a focal point responsible for liaising with US-based companies to facilitate Foreign Direct Investment (FDI) in Canada.

Primary Role

The Senior Foreign Direct Investment Officer plans, develops and delivers business developmentstrategies to attract investments from foreign companies and facilitate Foreign Direct Investment (FDI) in Canada. This includes developing strategies, relationships with key clients as required and providing expertise in the associated development of strategic, operational, annual business plans, goals, objectives and policies.

Advice & Recommendation

The Senior Foreign Direct Investment Officer provides advice and recommendations on the planning, development and/or implementation of the Investment program. The Senior Foreign Direct Investment Officer also provides advice, expertise and recommendations on Investment opportunities and strategies, business environment, research and innovation, policies and market intelligence as well as opportunities and challenges aligned with the government economic growth strategy.

Documents Produced and/or Services Offered

The Senior Foreign Direct Investment Officer revises and develops policy and/or project related documents such as presentations, plans, briefing notes, notices, funding estimates, contracts, reports and communication materials, and provides substantive technical input into program planning and the development of documents related to the Investment program.

Research & Analysis

The Senior Foreign Direct Investment Officer conducts or leads research and analysis, and scans the environment for intelligence and reports on changes, trends, local developments, emergent opportunities and sector priorities that could have an effect on Canadian interests. The Senior Foreign Direct Investment Officer synthesizes information or data from a variety of sources on international trade, financial and macro-economic issues to support FDI business activities.

Networking & Alliance Building

The Senior Foreign Direct Investment Officer establishes and maintains a network of contacts and deepens relationships with local and foreign governments, local partners, municipal investment agencies as well as corporate investors headquartered in the territory and intermediaries who can refer FDI targets and leads. The Senior Foreign Direct Investment Officer cultivates close and diligent working relationships with executives as well as with key local and multi-national companies, including those already present in Canada to identify further investment opportunities and stay abreast of local developments, changes, policies and programs that may have an impact on the Investment program.

Communications & Client Services

The Senior Foreign Direct Investment Officer provides substantive input in communication that is required to advance Canadian interest and to have a detailed understanding of corporate leaders in their respective industry sectors, which may be appropriate targets for investment promotion. The Senior Foreign Direct Investment Officer represents Canada’s interests and negotiates with foreign authorities on complex issues involving Canadian business to support the integration of the investment program into other mission activities.


Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.
Education
Bachelor’s or equivalent degree from a recognized university in a field related to the position, including but not limited to commerce or equivalent knowledge and skills gained through pertinent work experience.
Language
A high degree of fluency in written and oral English is required.
Experience
• Recent* direct experience in international business development, international sales or foreign direct investment attraction in one or more of the following sectors:
a. Clean tech
b. ICT
c. Life Sciences
d. Agri-food
e. Defence or security
f. Transportation
g. Education
h. Consumer products
i. Natural resources
• Recent*experience in managing client and stakeholder relationships and in providing client service support to customers/clients;
• Recent*experience in project management;
• Recent* experience in providing strategic advice, briefings, and written reports to management and/or clients on international business issues.

*Recent experience is defined as having a duration of at least 2+ years continuous within the last 7 years.

Asset Qualifications:
Language:
Fluency in written and oral French.

Education:

1. Masters degree in a related field (as defined above).
2. Certification related to fostering diversity, equity and inclusion.

Knowledge:
• Knowledge of the factors that influence foreign direct investment, expansion and relocation decisions for American companies looking at opening subsidiaries abroad.

Organizational Needs:

Operational Requirements:
Normal hours of work for this position are in accordance with the Locally Engaged Staff (LES) regulations of 37.50 hours per week. Occasional overtime, including evenings and weekends, may be required with advance notice.

Condition(s) of Employment:
• Eligibility for a Government of Canada Reliability Status which includes a criminal and credit background check; and
• Independent work authorization in the United States and status in accordance with United States protocol directives for foreign missions. In this respect, applicants must confirm independent work authorization in the United States (e.g. US Citizen, U.S Legal Permanent Resident (LPR), or specific visa categories (e.g. dependents of Diplomatic and Official Visas holders)) as required by the Department of State for employment in a foreign mission.
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated as a condition of employment and to attest that they are fully vaccinated prior to their starting date unless accommodation measures are granted.
