Summary of position:
The Managing Director is a locally-engaged employee of the Government of Canada representing the Province of British Columbia across Southeast Asia. The position serves as British Columbia’s most senior representative for Southeast Asia and is required to lead a team of trade and investment managers to plan, develop and deliver the Province of British Columbia’s annual program of trade promotion and investment attraction activities.

The Managing Director leads the development and implementation of British Columbia’s strategy for trade and investment in Southeast Asia. This involves developing strategic initiatives that advance and protect BC’s commercial interests including but not limited to inbound and outbound executive visits, tradeshow and event organization and participation, promotional campaigns and related activities.

The Managing Director is the key liaison for British Columbia with Global Affairs Canada and senior-level contacts in industry, multi-national corporations, governments, bi-lateral business Chambers and academia across Southeast Asia.

As a trusted advisor, the Managing Director provides policy advice to the Minister (Commercial), High Commissioners, Ambassadors, Consuls General, and BC Senior Officials on advancing BC’s economic interests across Southeast Asia. They ensure the British Columbia trade and investment program meets business needs; provides added value to British Columbian exporters by providing market intelligence and solutions to enable a sustainable presence of British Columbian business in Southeast Asia. They also provide targeted advice to British Columbia businesses to enhance their competitiveness in the market.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

• Bachelor’s Degree from a recognized college or university.

• Proficiency in English (reading, writing, listening and speaking)

• A minimum of twelve years’ experience of which at least six years in the last eight years must be recent in each of the following:

o Experience in international business development, strategic planning, trade promotion and/or foreign direct investment attraction.
o Experience managing client and stakeholder relationships and in providing business service support to small and large customers and clients.
o Experience in project management.
o Experience in providing strategic advice, briefings, and written reports to executive leadership/management and/or clients on international business issues.

• A minimum of five year’s recent experience, in the last ten years, in a leadership role managing a team.

Rated Requirements:
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

• Solid knowledge of the export and investment opportunities in Southeast Asia.
• Demonstrated knowledge of key economic sectors, businesses, and opportunities in Southeast Asia.
• Knowledge of the factors that influence investment, expansion, retention, relocation and aftercare decisions.
• Knowledge of approaches and tactics to develop, promote and increase exports.

Abilities / skills:
• Team supervision, including setting and monitoring performance objectives and providing daily oversight.
• Significant experience in developing, planning and coordinating international trade events and business missions involving senior-level officials and decision-makers.
• Effective communication skills (both written and verbal), and strong presentation skills with experience in public speaking.
• Ability to lead the development and implementation of annual and multi-year strategic plans and to understand corporate decision-making cycles.
• Ability to establish and maintain a network of relationships with key influencers and investors in industry, government and related organizations and associations in Southeast Asia.
• Ability to engage with senior executives and interact effectively in senior level business meetings and events.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
• Master’s Degree from a recognized university.
• Proficiency in Mandarin (reading, writing, listening and speaking).
• Knowledge of British Columbia’s key economic sectors, businesses, geographic regions, economic strengths and value proposition for investment.

Organizational Needs:

Operational Requirements:
Operational Requirements (full time, 37.5 hrs / week)
• Hours of work: Mondays - Thursdays: 08:00 to 16:30;
• Fridays: 08:00 to 13:30;
• Must be willing to travel within Singapore and internationally; and
• Must be available for occasional duties outside normal working hours (i.e. evenings and weekends).

The successful candidate must:
• Be able to work legally in Singapore at the time of application. Please note that the High Commission of Canada in Singapore does not sponsor any Employment or Work Pass applications to the Ministry of Manpower.
• The hiring or appointment of the successful candidate will be subject to obtaining Reliability Status (RS) through the Common Service section of the High Commission. Please note that RS must be maintained throughout your employment at the High Commission, as failure to do so may result in dismissal.
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated as a condition of employment and to attest that they are fully vaccinated prior to their starting date unless accommodation measures are granted.

• Benefit package includes:
a. Paid overtime;
b. Eighteen (18) days of paid vacation leave per year for fewer than 10 years of service and Twenty-Two (22) days of paid vacation leave per year for 10 or more years of service;
c. Bonus is two months of base salary (prorated) payable in December;
