Summary of position:
Working under the direction of the Managing Director, the Senior Trade and Investment Officer is a locally-engaged employee of the Government of Saskatchewan, co-located in the Consulate General of Canada to Shanghai. The Senior Trade and Investment Officer will:

• Develop export and investment strategies to promote Saskatchewan opportunities,
• Provide strategic advice and market intelligence,
• Prepare policy and/or project related documents,
• Lead research and analysis of market/sector trends,
• Cultivate and maintain relationships with governments and stakeholders,
• Participate in committees, project teams and working groups, and
• Complete other duties as assigned to support the Saskatchewan Plan for Growth.

The Senior Trade and Investment Officer may be called upon to supervise or oversee the work of Saskatchewan’s program staff.

Essential qualifications:
Education:
• Master’s Degree from a government recognized college/university with a major in a discipline related to the position such as Business Administration, International Trade, Commerce, or Economics, OR an acceptable combination of education, training and work experience in fields relevant to the position.

Language:
• Proficiency in English (reading, writing, listening and speaking)
• Proficiency in Mandarin (reading, writing, listening and speaking)

Experience:
• Minimum five (5) years’ experience in the following:
o Experience developing sustainable relationships with stakeholders that include commercial, academic and government partners.
o Experience in international business development, trade promotion, and/or facilitating foreign direct investment.
o Experience managing complex projects including identifying success indicators, monitoring deliverables and reporting on outcomes.
o Experience developing and managing advocacy strategies and initiatives using social media and/or traditional communication channels.
o Experience in providing strategic advice, briefings and written reports to management and/or clients on international business issues.
o Experience working as part of a trade and investment team and contributing to team objectives and outcomes.

• Minimum two (2) years’ experience acting in a supervisory capacity or position of leadership.

Knowledge:
• Knowledge of the role of governments in facilitating international trade and investment.
• Knowledge of Canada’s key economic sectors, businesses, geographic regions, economic strengths and interests in China.
• Knowledge of trends and recent development in the Canadian and Chinese economies.
• Knowledge of customer relationship management systems and the effective use of customer data and information.

Abilities/skills:
• Proficiency in Microsoft Office suite, including SharePoint
• Experience with customer relationship management tools (CRM)
• Proficiency with social media tools used for business such as LinkedIn and Twitter.
• Secure, prepare for, conduct and provide follow-up to business development meetings with exporters and investors.
• Engage with senior executives and interact effectively in senior level business meetings and events.
• Think critically, conduct research, analyze information, and provide strategic advice.
• Appropriately and confidently convey information to a group, including in a presentation.
• Plan, organize and implement seminars, receptions, trade missions and other business events.

Asset Qualifications:
Preferred standing may be given to those candidates who also meet the following:

Experience:
• Previous experience working in a diplomatic mission or intergovernmental organization.
• Experience managing events including conferences, round tables, diplomatic missions, B2B meetings and other business activities.

Knowledge:
• Knowledge of bilateral relations between Canada and China

Organizational Needs:

Operational Requirements:
• Ability and willingness to work overtime on short notice, as required
• Ability to travel as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. The Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated* as a condition of employment and to attest that they are fully vaccinated prior to their starting date unless accommodation measures are granted.

*You are considered fully vaccinated 14 days after you meet one of the following requirements:
o Meet the definition of fully vaccinated in the country in which you currently reside or Canada
o Received three doses of any Health Canada authorized vaccines or non-Health Canada authorized vaccines
o Received one additional dose of an mRNA vaccine at least 28 days after a complete or incomplete series of a non-Health Canada authorized vaccine

Area of selection:
This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interview in Shanghai at his/her own expense. The successful candidate will be required to relocate to Shanghai at their own expense.
