Summary of position:
Working under the direction of the Managing Director, the Trade and Investment Officer is a locally-engaged employee of the Government of Saskatchewan, co-located in the Consulate General of Canada in Ho Chi Minh City. The Trade and Investment Officer will:
• Develop export and investment strategies to promote Saskatchewan opportunities,
• Provide strategic advice and market intelligence,
• Prepare policy and/or project related documents,
• Contribute to research and analysis of market/sector trends,
• Cultivate and maintain relationships with governments and stakeholders,
• Participate in committees, project teams and working groups, and
• Complete other duties as assigned to support the Saskatchewan Plan for Growth.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

• Bachelor’s Degree from a government recognized college/university with a major in a discipline related to the position such as Business Administration, International Trade, Commerce or Economics or an acceptable combination of education, training and work experience in fields relevant to the position.

• High proficiency in English, both written and spoken;
• High proficiency in Vietnamese, both written and spoken.

Minimum three years’ experience in the following:
• Experience developing sustainable relationships with stakeholders that include commercial, academic and government partners.
• Experience in international business development, trade promotion and/or facilitating foreign direct investment.
• Experience managing complex projects including identifying success indicators, monitoring deliverables and reporting on outcomes.
• Experience developing and managing advocacy strategies and initiatives using social media and/or traditional communication channels.
• Experience in providing strategic advice, briefings and written reports to management and/or clients on international business issues.
• Experience working as part of a trade and investment team and contributing to team objectives and outcomes.

Rated Requirements:
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

• Knowledge in Microsoft Office suite, including SharePoint.
• Knowledge of the role of governments in facilitating international trade and investment.
• Knowledge of Canada’s key economic sectors, businesses, geographic regions, economic strengths and interests in Vietnam.
• Knowledge of trends and recent development in the Canadian and Vietnamese economies.
• Knowledge of customer relationship management systems and the effective use of customer data and information.

• Effective communication skills (both written and verbal), strong presentation skills with Ability to work independently with limited supervision to achieve prescribed goals and targets.
• Ability to establish effective interpersonal relationships, and communicate effectively in English and in Vietnamese (verbally and in writing).
• Secure, prepare for, conduct and provide follow-up to business development meetings with exporters and investors.
• Establish and sustain a network of relationships with government officials, stakeholders, and clients.
• Engage with senior executives and interact effectively in senior level business meetings and events.
• Think critically, conduct research, analyze information, and provide strategic advice.
• Manage multiple and sometimes conflicting priorities with tight deadlines.
• Appropriately and confidently convey information to a group, including in a presentation. Plan, organize and implement seminars, receptions, trade missions and other business events.

Asset Qualifications:
Applicants should clearly demonstrate on their application if they meet any of the asset qualifications:
• Knowledge of Saskatchewan’s key economic sectors and trade and investment opportunities.
• Knowledge of bilateral relations between Canada and Vietnam.
• Previous experience working in a diplomatic mission or intergovernmental organization.
• Experience managing events including conferences, round tables, diplomatic missions, B2B meetings and other business activities.
• Experience with customer relationship management tools (CRM).
• Proficiency with social media tools used for business such as LinkedIn and Twitter.

Organizational Needs:

Operational Requirements:
Operational Requirements (full time, 37.5 hrs / week)
• Hours of work: Monday-Thursday: 08:00 to 16:30;
• Fridays: 08:00 to 14:00;
• Must be willing to travel within Vietnam and internationally; and
• Must be available for occasional duties outside normal working hours (i.e. evenings and weekends).

Conditions of Employment (must be met):
The successful candidate must:
• Be able to work legally in Vietnam at the time of application. The successful candidate is also required to start work in Vietnam within a one-month period. Please note that the Consulate General of Canada does not sponsor any work permit applications to the Ministry of Labour, War Invalids and Social Affairs (MoLISA).
• The hiring or appointment of the successful candidate will be subject to obtaining Reliability Status (RS) through the Common Service section of the Consulate General of Canada. Please note that RS must be maintained throughout your employment at the Consulate General of Canada as failure to do so may result in dismissal.
• Ability to maintain a valid working authorization in Vietnam for the duration of the employment term at the Consulate General of Canada. If applicable, proof of Visa is required.
• Ability to obtain and maintain a valid passport and visa for international travel and/or travel to Canada.
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated as a condition of employment and to attest that they are fully vaccinated prior to their starting date unless accommodation measures are granted.
• The appointment of the successful candidate will be conditional on a one (1) year probationary period.
