Summary of position:
Under the direction of the Management and Consular Officer, the Common Services Officer manages logistical execution of program objectives and goals, including but not limited to, budget management, human resources administration, mission fleet management and the management of information and documentation of the services in accordance with established policies, guidelines and procedures. The incumbent directly plans and administers the Embassy’s budget, assist and support other section with contracting as required, manage the Embassy fleet of vehicle and overview driver assignments, as well as conducts research and analysis to advise Management on labour relations and various policy matters. The incumbent will provide and create non-routine information and/or documentation; provide complex administrative support and services; provide services to a diverse client base and initiate proactive collaboration; supervise staff, as necessary; and perform other duties as required.

Essential qualifications:
Essential qualifications
Candidates will initially be screened against the essential qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.
Education
• University degree from a recognized institution
Language
• C1 Fluency in English (written and spoken)
• C1 Fluency in Romania (written and spoken)
Experience
• Experience* in a client service; liaising and working with clients (internal or external), in an office environment;
• Experience* working in financial administration (e.g. accounting operations, tracking with a financial system/database, forecasting, interpreting financial data, budget management)
• Experience* in an administrative role establishing and maintaining filing systems and maintaining accurate records
• Experience working in Human Resources

*Note: Experience is defined as at least 2 years of accumulated experience.

Rated requirements
Candidates must also meet the rated requirements set out below. These are the knowledge, abilities and competencies that will be evaluated using the following methods: written exam, oral interview, role playing, practical test, presentation and/or psychometric test.

• Required to work directly with internal and external stakeholders
• Ability to work overtime and sometimes on short notice
• Hours of work: Full-time 37.5 hours per week, Monday to Friday
• Ability to work on Romanian holidays when the embassy is open
• Leave is at the discretion of the supervisor and may be restricted or refused during peak operating periods

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Proof of right to work in Romania and copies of diplomas will be required at the interview stage
• The position is subject to a one (1) year probationary period
• A medical certificate may also be required
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated against COVID-19 as a condition of employment and to attest that they are fully vaccinated against COVID-19 prior to their starting date unless accommodation measures are granted.
