Summary of position:
Under the supervision of the Common Services Property Officer, develops a program for the maintenance, repair, upkeep and security of all crown-owned and leased properties; maintains working relations with appropriate suppliers and contractors, and liaises with owners of leased properties as instructed by the supervisor; determines the service requirements to meet the needs of the mission’s accommodations; gathers data for the development of the budget for the leasing, operation, and maintenance of all crown-held properties; assists in the maintenance of Staff Quarter leasing contract records, and ensures timely lease renewal in accordance with departmental regulations, and applicable contractual obligations; prepares invoices/financial documents to be submitted to Finance; manages the Embassy's handyman and; performs other duties as required.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

• Bachelor’s degree from a recognized university in construction, engineering, building management or facility management or business administration or any other discipline relevant to the position or equivalent combination of relevant education, training and experience.

• Fluency in English (oral and written);
• Fluency in Arabic (oral and written).

• A minimum of two (2) years of recent* work experience in facility management or project management;
• A minimum of one (1) year of recent* work experience in providing office administration support, including using Microsoft Office.

*Recent is regarded as within the last five (5) years.

Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests and/or presentations.

• Knowledge of principles of facility or property management, including maintenance, project management and contracting;
• Knowledge of basic systems of a commercial or residential building;
• Knowledge of basic accounting principles related to budgets and petty cash;
• Knowledge of Microsoft Office Suite (Word, Excel, Outlook).

• Ability to work under pressure, plan, organize and prioritize multiple tasks and coordinate priorities within tight deadlines;

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Recent experience (within the past five (5) years) as a property officer or assistant in a diplomatic mission, a government agency, or a multinational company;
• Ability to communicate in French;
• Work experience with SAP.

Organizational Needs:

Operational Requirements:
• Overtime may be required occasionally;
• Working hours: 37.5 hours per week.

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization. Temporary work permits are not accepted;
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter;
• Be able to obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period (including a criminal and credit check);
• The selected candidate must hold a valid driving license or obtain a valid driving license within the six (6) months from the date of employment;
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated against COVID-19 as a condition of employment and to attest that they are fully vaccinated against COVID-19 prior to their starting date unless accommodation measures are granted.
