Summary of position:
The Province of British Columbia co-located in the Consulate General of Canada in Chongqing is seeking a dedicated and dynamic individual to work as a Senior Commercial Officer.

The Senior Commercial Officer – British Columbia is a locally-engaged employee of Global Affairs Canada providing services for the Province of British Columbia based in the Consulate General of Canada in Chongqing under the general direction of the Managing Director – British Columbia based at the Consulate General of Canada in Guangzhou. The position is required to contribute to the planning, development and delivery of the Province of British Columbia’s trade promotion and investment attraction activities.

The Senior Commercial Officer is responsible for facilitating British Columbia origin exports and, for liaising with local businesses and investors to attract foreign direct investment to British Columbia through the development of strategic relationships and the delivery of a targeted business development program.

Essential qualifications:
Education:
• Bachelor’s Degree from a recognized college/university. An equivalent combination of education/training and experience may be considered.

Language:
• High proficiency in English, both written and spoken;
• High proficiency in Mandarin, both written and spoken.

Experience:
• Minimum five (5) years’ experience in each of the following:
o Experience in international business development, or Foreign direct investment attraction;
o Experience managing client and stakeholder relationships and in providing business service support to customers/ clients;
o Experience in project management;
o Experience in providing strategic advice, briefings, and written reports to management and/or clients on international business issues.
• A minimum of three (3) years’ recent experience in the following:
o Experience working with foreign companies;
o Experience working as part of a team and contributing to team objectives and outcomes.

Knowledge:
• Demonstrated knowledge of key economic sectors, businesses, opportunities, central/provincial/municipal government, and ministries as well as the trade and regulatory environment in China
• Knowledge of the factors that influence investment, expansion and relocation and aftercare decisions for investors
• Knowledge of approaches and tactics to develop, promote and increase exports

Abilities/skills:
• Effective communication skills (both written and verbal), strong presentation skills with experience in public speaking.
• Secure, prepare for, conduct, and provide follow-up to business development meetings with exporters and investors.
• Establish and sustain a network of relationships beneficial to businesses and citizens of British Columbia.
• Engage with senior executives and interact effectively in senior level business meetings and events.
• Critical thinking, conduct research, analyze information, and provide strategic advice.
• Manage multiple priorities with tight deadlines.
• Develop, plan and coordinate international trade events and business missions.

Asset Qualifications:
Experience:
• A minimum of eight years’ experience in international business development or in foreign direct investment attraction.

Knowledge:
• Knowledge of British Columbia’s key economic sectors, businesses, geographic regions, economic strengths, and interests in China.

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Ability to travel domestically and internationally as required

Condition(s) of Employment:
Conditions of Employment
• Ability to obtain and maintain a valid working authorization in China. The Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated* as a condition of employment and to attest that they are fully vaccinated prior to their starting date unless accommodation measures are granted.

*You are considered fully vaccinated 14 days after you meet one of the following requirements:
o Meet the definition of fully vaccinated in the country in which you currently reside or Canada
o Received three doses of any Health Canada authorized vaccines or non-Health Canada authorized vaccines
o Received one additional dose of an mRNA vaccine at least 28 days after a complete or incomplete series of a non-Health Canada authorized vaccine

Area of selection:
This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interview in Chongqing at his/her own expense. The successful candidate will be required to relocate to Chongqing at their own expense.
