Summary of position:
Under the general supervision of the Consular Officer, the Consular coordinator processes passport applications and citizenship applications for Canadians abroad; provides consular support services to Canadians; responds to emergency situations involving Canadians in distress; supports the development of contingency planning and outreach programs; provides administrative and financial services in support of consular, passport and citizenship services at the mission; and provides other duties as required.

Essential qualifications:
Candidates will initially be screened against the essential qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education
• University degree from a recognized institution

Language
• C1 Fluency in English (written and spoken)
• C1 Fluency in Romanian (written and spoken)
• B2 Fluency in French (written and spoken)

Experience
• Experience* working within an office environment in a program coordinator capacity for a corporate organization, foreign mission, government office or international organization
• Experience* in a customer service role responding to inquiries from the public, providing advice and services to clients (in person, by telephone, and electronic messaging).
• Experience* in the use of information management systems or client relation management software.
• Experience* in an administrative role maintaining filing systems and accurate records

*Note: Experience is defined as at least 2 years of accumulated experience

Rated requirements
Candidates must also meet the rated requirements set out below. These are the knowledge, abilities and competencies that will be evaluated using the following methods: written exam, oral interview, role playing, practical test, presentation and/or psychometric test.

Knowledge
• Working knowledge of MS Office (MS Word, MS Excel, MS PowerPoint, MS Outlook);
• Basic knowledge of Canadian cultural, legal and political landscape.
• Basic knowledge of local country’s institutions and civil documentation (identity, education, employment)

Asset Qualifications:
Preference may be given to candidates who possess the following asset qualifications. Such candidates must clearly demonstrate in their cover letter and CV how they meet these qualifications.
• Knowledge of Bulgarian
• Work experience in the field of consular services
• Familiarity with local administrative and governmental procedures related to expatriate residents.
• Familiarity with Office 365 Suite (Sharepoint, Teams, MS List, etc.)

Operational Requirements:
• Required to work directly with the public
• Ability to work overtime and sometimes on short notice
• Ability to work in stressful situation and with client in distress especially when dealing with emergencies
• Hours of work: 37.5 hours per week, Monday to Friday
• Ability to work on Romanian holidays when the embassy is open
• Leave is at the discretion of the supervisor and may be restricted or refused during peak operating periods

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Proof of right to work in Romania and copies of diplomas will be required at the interview stage
• The position is subject to a one (1) year probationary period
• A medical certificate may also be required
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated as a condition of employment, and to attest that they are fully vaccinated prior to their starting date, unless accommodation measures are granted.
