Term Details:
Duration – April 2022 to April 2024. This position is a LES (Locally Engaged Staff) position, subject to the Terms and Conditions of Employment for LES in Kazakhstan. This process will be used to create a list of eligible candidates for similar positions either term, indeterminate or acting/assignment for internal candidates.

Summary of position:
Under the general direction of the FPDS Program Manager, the FPDS Officer provides well-informed analysis, strategic advice, and reporting on the political, socio-economic and security trends, incidents and current events of the Mission’s countries of accreditation (Kazakhstan, the Kyrgyz Republic and Tajikistan) through the development and maintenance of a solid network of key contacts in political circles, civil society, academia and the economic sphere. They identify and secure key contacts for the Ambassador and FPDS Program Manager.

The FPDS Officer plans and implements the Embassy’s communications strategy (including social media) and the public advocacy program (including cultural advocacy).

The FPDS Officer also assists the FPDS Program Manager in managing relations with the media and ensures media coverage for all key Embassy events.

They maintain close working relations with the mission’s programs and manages the mission Post Initiative Fund (PIF) and the Mission Cultural Fund (MCF) and the Canada Fund for Local Initiatives (CFLI) projects in coordination with the CFLI Coordinator.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and Curriculum Vitae (CV) how they meet each of these essential qualifications. Only candidates who demonstrate they meet all the Essential Requirements will proceed to the next stage of the process.

Education:

• Bachelor (B.A.) degree from a recognized university in a discipline related to the job functions described in the above-mentioned duties, such as political science, history, international relations, economics, philology, law, journalism, public administration, communications, or another related discipline.
Proof of highest level of education will be required.

Language:

• Fluency in English (oral and written)
• Fluency in Russian (oral and written)

Experience:

• Conducting analysis and reporting to senior levels of management on complex* political and/or economic situations.
• Developing and maintaining a solid network of key contacts in political and economic circles and/or civil society and/or academia.
• Managing media relations, media coverage of events and producing social media content.
• Working and liaising with government entities, civil society, non-profit organizations, international organizations, the private sector, or legal organizations.
*Complex situations include the following characteristics: multi-dimensional, sensitive, confidential, impacting several partners/stakeholders, precedent setting or potential for significant media coverage.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:
• Kazakh (fluency in reading, writing, listening and speaking);
• French (fluency in reading, writing, listening and speaking);
• Kyrgyz (fluency in reading writing, listening and speaking);
• Tajik (fluency in reading, writing, listening and speaking).
• Knowledge of the Kyrgyz Republic and/or Tajikistan’s political and economic systems, Government ministries and institutions and how they shape decision-making;
• Knowledge of current national trends and issues in the Kyrgyz Republic and/or Tajikistan;
• Knowledge of the civil society and non-government organizations landscape in the Kyrgyz Republic and/or Tajikistan;
• Knowledge of the Kyrgyz Republic and/or Tajikistan’s media and social media environment.
• Experience working in a diplomatic mission, in a Canadian Government or Public Sector Environment or in an international environment;
• Experience in delivering short presentations to the public.

Operational Requirements:
• Hours of Work: 37.5 hours per week, 5 days a week
• Ability to work overtime, including on weekends (compensated), sometimes at short notice
• Ability and willingness to work in a shared space/office
• Ability to travel and attend offsite meetings within Kazakhstan and abroad.
• Willingness and ability to undergo training.
• Adhere to Canada's Code on Values & Ethics.

Condition(s) of Employment:
• Any job offer is subject to receipt of satisfactory references and the ability to obtain and maintain an Enhanced Reliability security screening (including a criminal record and credit check).
• The successful candidate must be legally entitled to work in the Republic of Kazakhstan
• The successful candidate must adhere to the terms and conditions of employment as set forth in the locally engaged staff handbook.
• The successful candidate must disclose to the Embassy if they hold Canadian citizenship before being employed at the Embassy or if they obtain Canadian citizenship at any time during their employment with the Embassy.
• Successful completion of up to 1 year probation period
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated against COVID-19 as a condition of employment and to attest that they are fully vaccinated against COVID-19 prior to their starting date unless accommodation measures are granted.
