Summary of position:
The Senior Trade Officer former Regional Trade Commissioner (Clean Technology) works autonomously and reports to Berlin’s Senior Trade Commissioner, in coordination with Berlin’s ongoing work on Clean Technology and with additional guidance from the Head of the Clean Technology Trade Sector Team at Headquarters (Ottawa). The position is required to contribute to the planning, development and delivery of Canada’s clean technology trade program development, investment attraction, and research and innovation partnerships. The regional scope of this position is intended to expand the Trade Commissioner Service work in clean technology, which is currently concentrated mainly in Western Europe, to other parts of Europe.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications. Candidates who do not demonstrate that they meet each of these essential qualifications will not receive further consideration.

Education:

• Degree from accredited college or university in Economics, Business Administration, Marketing, Commerce, Engineering, International Business, Social Sciences, or a field related to clean technology.

Language:

• Fluency in English (oral and written) C1

Experience:

• At least five (5) years of professional experience working in business development or program management in the private and/or public sector, including at least (3) years of recent experience in the clean technology or a related sector;
• Experience conducting research and analysis and providing strategic advice, briefings and written reports to senior management and/or clients on business issues;
• Experience in project management (including strategic planning, tracking/reporting results and budget management);
• Experience in managing client and stakeholder relationships and in providing client service support to customers/clients.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

• Knowledge of market opportunities, challenges, and trends within the region in key subsectors associated with clean technology;
• Knowledge of Canadian capabilities, expertise, and interest in the sector;
• Understanding of the role of the Canadian Trade Commissioner Service in advancing Canadian commercial interests;
• Knowledge of the Canadian economy.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Knowledge of the benefits that the Canada-EU Economic and Trade Agreement will bring to Canadian clean technologies companies exporting to Germany.
• Existing business network in Germany or Europe
• Working level knowledge of French

• Ability to travel in Europe and to Canada
• Willingness to work overtime according to operational needs

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period.
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated against COVID-19 as a condition of employment and to attest that they are fully vaccinated against COVID-19 prior to their starting date unless accommodation measures are granted.
