This position is a Locally Engaged Staff (LES) position, subject to the Term and Conditions of Employment for LES in the United Arab Emirates. This staffing process will serve to build an eligibility list at the LE-A3 level to be used for indeterminate, term, or temporary appointments at this level.

Summary of position:
•Assesses applications in accordance with legislation, regulations, and departmental instructions.
•Analyzes applications with supporting documentation to identify anomalous, inconsistent or questionable information, and determines the need for additional documentation and applicant interviews. Prepares recommendations or other reports as required for the responsible officer.
•Conducts research, including fact-finding interviews, to obtain and verify information related to case processing, quality assurance, and program integrity. May counsel clients on processes and procedures.
•Uses electronic systems to verify requirements, document information, conduct research, complete verifications as well as communicate with contacts.
•Identifies high profile, sensitive or problematic cases and brings these to the attention of the responsible officer or the Migration Program Manager.
•Contributes to reporting and liaison, program integrity, Visa Application Centre (VAC) governance, promotion and recruitment activities.
•Makes recommendations for service delivery changes on own initiative or through working groups.
•Translates documents and interviews as required.
•Participates in training and development of colleagues.
•May supervise staff.
•Performs other duties as required.

Essential qualifications:
Essential qualifications:

Candidates will initially be screened against the Essential Qualifications relating to education, language and experience. All applicants must submit a resume and a cover letter by the closing date. Bachelor’s degree from a recognized university or an equivalent combination of education, training and/or experience relevant to the job role.


Fluency in English (spoken, written, comprehension) *
*IELTS or equivalent certificate/ or proof of study in English language may be required for candidates reaching the latter stages of the recruitment process.
*Please note: English fluency will also be assessed by a variety of means including but not limited to a written assessment and interview.


•A minimum of 3 years of demonstrated recent experience* working in an office environment using electronic systems / internet and standard data processing software (MS Office, Word, Excel, etc);
•A minimum of 2 years of recent experience* in the application of immigration- or citizenship-related policies, legislation, guidelines and/or regulations;
*recent is defined as within the last 6 years

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and curriculum vitae (CV).

Organizational Needs:

Operational Requirements:
•Willing to work in a high-pressure environment;
•Able and willing to work overtime as required (on week days and/or during weekends);
•Basic hours of work: 37.5 hours per week (7.5 hours per day).

Condition(s) of Employment:
•Able to obtain and maintain a Government of Canada Reliability Status clearance;
•Successful completion of a one-year probation period;
•Must be a resident of the UAE during the time of hire and eligible to work in UAE;
•Must hold a valid Emirates ID Card;
•Must hold a valid work permit or have no impediment to obtaining a UAE employment visa.
•All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated against COVID-19 as a condition of employment and to attest that they are fully vaccinated against COVID-19 prior to their starting date unless accommodation measures are granted.

Open to (1) external applicants (with a valid work/residency permit and residing in the UAE during the assessment period and covering the entire period of employment. In addition, the selected candidate must provide a local address as proof of UAE residence); (2) employees occupying an indeterminate or term position at the Embassy of Canada in Abu Dhabi or the Consulate General of Canada in Dubai; and (3) adult dependants of Canada Based Staff assigned to the Embassy of Canada in Abu Dhabi or the Consulate General of Canada in Dubai, who meet all of the essential qualifications and whose applications are received by the closing date.
