Summary of position:
The Senior Commercial Officer – British Columbia (BC) is a locally-engaged employee of the Government of Canada representing the Province of British Columbia under the general direction of the BC Managing Director, India. The position is required to contribute to the planning, development and delivery of the Province of British Columbia’s trade promotion and investment attraction activities.
The Senior Commercial Officer supports British Columbia’s international business development program and trade diversification strategy by promoting British Columbian exports into the Indian market and British Columbia as an investment location and innovation partner. He/she also networks effectively with Indian government and business contacts to deliver results for new and existing British Columbian clients in achieving commercial success in India.

Focusing on one or more trade sector(s), the incumbent will:

• Develop and expand knowledge of the local market and opportunities to advise, assist and respond to British Columbian clients;
• Understand British Columbian client capabilities and search out and identify significant commercial opportunities for them based on local opportunities;
• Develop and expand a network of contacts to contribute towards building British Columbia-India commercial linkages;
• Analyze diverse potential and actual business or market access problems encountered by clients, and develop creative strategies for resolving them;
• Plan and execute targeted outreach activities, events and official visits related to trade promotion and foreign direct investment (FDI).
• Work with the trade policy and market access team to lobby and open up markets for British Columbian products and services;
• Develop sector-specific strategies, participate in planning and priorities setting, manage a budget and report on results;
• Draft high-quality briefings and speeches for the BC Managing Director and possible input into Head of Mission or clients;
• Optimize the use of available technology as part of a mobile, wireless and remote access workforce, to improve client services.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
Master’s degree from a recognized college or university.

Language:
• Proficiency in English (reading, writing, listening and speaking)
• Proficiency in Hindi (reading, writing, listening and speaking)
• Proficiency in Punjabi (reading, writing, listening and speaking)

Experience:
A minimum of five years’ experience, in each of the following:
• Experience in international business development or foreign direct investment attraction.
• Experience managing client and stakeholder relationships and in providing business service support to small and large customers and clients.
• Experience in project management.
• Experience in providing strategic advice, briefings, and written reports to management and/or clients on international business issues.
• Experience working as part of a team contributing to team objectives and outcomes.


Rated Requirements:

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

• Knowledge of British Columbia’s key economic sectors, businesses, geographic regions, economic strengths and interests in India.
• Knowledge of the factors that influence investment, expansion, retention, relocation and aftercare decisions, and of British Columbia’s value proposition for investors.
• Knowledge of bi-lateral trade and investment flows between British Columbia and India.
• Knowledge of the Indian business environment, business community, regional governments and ministries as well as the trade and regulatory environment.

Abilities/Competencies:

• Ability to secure, prepare for, conduct, and provide follow-up to business development meetings with exporters and investors.
• Ability to independently research, analyze and synthesize information, in order to provide strategic advice, briefings and written reports to management and/or clients on business opportunities and market entry strategies that consider industry regulation, sector-specific knowledge and international business issues.
• Ability to plan and organize programs for high level visits, business delegations, events, seminars, workshops, B2B meetings with minimal supervision.
• Ability to establish effective interpersonal relationships within a team, with clients and external partners and to build and sustain a network of contacts.
• Ability to problem solve, coordinate conflicting priorities within tight deadlines and meet work targets.
• Demonstrated expertise with social media, such as LinkedIn and Twitter.

Operational Requirements:
• Must be able to work overtime on short notice on occasion.
• Must be able to travel within and outside of India.
• Must be available for occasional duties outside normal working hours (i.e., evenings and weekends).

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in India. Per Indian regulations, the High Commission / Consulates can only facilitate working visas for Canadian citizens;
• Ability to obtain and maintain a valid “Reliability Status” security clearance.
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated against COVID-19 as a condition of employment and to attest that they are fully vaccinated against COVID-19 prior to their starting date unless accommodation measures are granted.

This position is open to external applicants residing in India and employees occupying an indeterminate or term position in Government of Canada Missions based in India who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Chandigarh at own expense. Other Government of Canada locations may be considered on an ad hoc basis.
