Summary of position:
The position is a managerial-level position responsible and accountable for the Common Services Program. The position reports to the HOM;

It manages the delivery of the Corporate Services business lines:
1. Real Property, Property Maintenance & Material Management
2. Contracting and Procurement
3. Accounting and Finance
4. Events Coordination
5. Human Resources
6. Information Management
7, Mission Governance

Collaborates and supports the delivery of the Readiness Program:

8. Emergency Management
9. Security

Essential qualifications:
Candidates are evaluated against Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet these qualifications.
• Minimum of a degree from an accredited college or university in business studies, administration, accounting, HR/organizational behaviour, or other field assessed as relevant to the duties of the position.
• Fluency in English (spoken, reading, comprehension and written)
• Fluency in Finnish (spoken, reading, comprehension and written)
• *Recent and extensive** experience working in government, including a diplomatic mission or international organization, or the private sector, in a minimum of three of the following areas:
o finance,
o human resources,
o real property management,
o materiel management,
o Information technology management and
o Procurement.
• Experience managing a variety of teams/people, including complex projects and budgets; and
• Experience providing advice and leadership support, orally and in writing, in respect of administrative service functions listed (finance, contracting, human resources, real property and information management and technology).
* Recent means within the past three years.
**Extensive means a minimum of five years.

Rated Requirements
Rated Requirements relating to knowledge, abilities and competencies will be assessed. Methods of assessment may include a written examination, an oral interview, role-play, practical tests, presentations or psychometric evaluation.
• General knowledge of local laws related to property and human resources;
• General knowledge of information technology, contracting and property especially as the knowledge relates to efficient project management; and
• Excellent knowledge of business practices, organizational design and implementation, internal monitoring and reporting.
• Ability to manage (e.g., plan, forecast, allocate, monitor) budgets;
• Ability to grasp complex administrative principles and make decisions on same;
• Ability to work independently, prioritize, and make prompt decisions in an evolving, cooperative office environment; and
• Ability to plan, organize and develop strategic and operational business plans and implement these, using project management and business-process design principles.

Asset Qualifications:
Preference may be given to candidates who demonstrate Asset Qualifications, provided they can demonstrate clearly in their cover letter and CV how they meet those qualifications:
• Ability to communicate in French (oral, reading, comprehension, written);
• Ability to communicate in Swedish (oral, reading, comprehension, written);
• A Master’s degree in Human Resources, Management, Administration, or Public Administration.
• Ability to proffer solutions to problems and conflict resolution in the workplace

• Occasional domestic or international travel.

Condition(s) of Employment:
The successful candidate must be able to:
• Right to work and live legally in Finland.
• Ability to work occasional overtime, 5 days a week, 37.5 hrs as set out in the Terms and Conditions of Employment for Locally Engaged Staff.
• The successful candidate will be required to obtain and maintain a Government of Canada Reliability Status (RS), which includes criminal and credit background check, covering the entire employment period.
• Full vaccination against COVID-19, and attestation that the candidate is fully vaccinated against COVID-19 prior to their starting date unless accommodation measures are granted.

Area of selection:
