Summary of position:
The Québec Office’s mandate is to promote Québec’s institutional, cultural and economic interests in world markets by implementing various activities, in particular, by contributing to public affairs activities, including publications, to institutional and cultural promotion efforts, including cultural events, and to export market development; conducting advocacy and foreign market access activities; understanding and analyzing trade policy issues; developing a network of international business contacts; identifying and communicating with business leaders; fostering strategic alliances; linking Quebec businesses to global value chains; facilitating R&D collaboration and technology transfer; and promoting corporate social responsibility.

The position provides coordination and administrative support services to the Québec Office’s; this includes coordinating administrative and office tasks: closely manage the budget and expenses of the office in cooperation with the head office, organize travel and accommodations, keep the schedule of meetings and appointments, participate in preparations prior to visits and in welcome activities, support the editing and posting of publications and correspondence, contribute to the organization of cultural events, gather and check information for the purposes of various projects and cases related to the Trade Program, among other tasks.

Essential qualifications:
• Minimum Bachelor’s degree from a recognized university, OR an acceptable equivalent through the combination of education and work experience

• Proficiency in French (reading, writing, listening and speaking)
• Proficiency in English (reading, writing, listening and speaking)
• Proficiency in Mandarin (reading, writing, listening and speaking)

• Minimum 2 years’ recent experience (within the last 5 years) in the following areas:
o Experience in international commerce or international relations
o Experience in institutional cooperation or culture management
o Experience in the full range of office administration
o Experience in providing client service
o Experience in working in a team environment

• Knowledge of international business and international relations (exporting, importing, investment, technology transfer, protocol practices, etc.)
• Knowledge of MS Office Tools, including Outlook, Word, Excel, PowerPoint, Visio and Teams
• Knowledge of general office procedure and practices
• General knowledge of financial or budget management

• Ability to write and revise effective letters and correspondence in French and Chinese;
• Ability to research, interpret sources of information and synthesize data to respond to requests for information from clients
• Ability to plan and organize workflow and to coordinate information
• Ability to perform translation and interpretation from Chinese to French and vice versa

Asset Qualifications:
Preferred standing may be given to those candidates who also meet the following:

• Experience working and liaising with Chinese government agencies and companies
• Experience in working with visiting business and/or government delegation

• Knowledge of relevant topics such as Quebec and Chinese trade and investment business environment and practices; major areas and/or sectors of international trade; and/or Chinese government and industry structures, major economic and political issues

Organizational Needs:

Operational Requirements:
• Ability and willingness to work overtime on short notice, as required
• Ability to travel as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. The Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated* as a condition of employment and to attest that they are fully vaccinated prior to their starting date unless accommodation measures are granted.

*You are considered fully vaccinated 14 days after you meet one of the following requirements:
o Meet the definition of fully vaccinated in the country in which you currently reside or Canada
o Received three doses of any Health Canada authorized vaccines or non-Health Canada authorized vaccines
o Received one additional dose of an mRNA vaccine at least 28 days after a complete or incomplete series of a non-Health Canada authorized vaccine

Area of selection:
This position is open to external applicants residing in China who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Shanghai at own expense. The successful candidate will be required to relocate to Shanghai at their own expense.
