Summary of position:
The Canadian Trade Commissioner Service (TCS) is a world-wide network of professionals in international business development. The mandate of the TCS is to promote Canada's economic interests in global markets by engaging in a range of activities including: contributing to export market development; developing a network of international business contacts; identifying and communicating of business leads; and fostering of strategic alliances.

The Senior Trade Officer contributes to the delivery of the Trade Program at the Embassy of Canada in Russia, covering Russia, Armenia and Uzbekistan, for the sectors of oil and gas, mining, clean technologies, and for commercial activities in the Arctic.

The Senior Trade Officer:
• Provides high quality services to clients. The work requires understanding the needs of clients, finding the right contacts for them, assessing their market potential and business model in relation to the market, and resolving problems.
• Establishes and maintains a network of contacts and deepens relationships, including with companies, industry representatives, stakeholders, and local and foreign governments.
• Provides advice, expertise and recommendations, and conducts complex research and analysis of trends, financial and macro-economic issues, local developments, emergent opportunities and sector priorities.

Essential qualifications:
Initially, candidates will be screened against the Essential Qualifications relating to education, language and experience. Candidates must clearly demonstrate in their cover letter and Curriculum Vitae (CV) how they meet each of these essential qualifications. Only candidates who demonstrate they meet all the education, language and experience qualifications will proceed to the next stage of the process.

Education:
University degree from a recognized institution

Language:
• Fluency in Russian (oral & written).
• Fluency in English (oral & written).

Experience:
• A minimum of three (3) years’ experience in international business development.
• International business development, investment attraction or technical work experience in one or more of the following sectors: oil and gas, mining, clean technology.
• A minimum of three (3) years’ experience with one or more of the following main duties: project planning and management; establishing network relationships; and providing advice and guidance to a client group.
• Experience in the preparation of briefing notes, presentations or reports for managers or clients.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge of:
• International business development practices, including excellence in client service delivery, international trade research, global supply chain management, competitive intelligence gathering, and general project management principles.
• Local** capabilities and global industry trends and developments in one or more of the following sectors: oil and gas, mining, clean technologies.
• Local** government policies and programs, including trade, investment and innovation policies, programs and institutions, including local political and economic environment, business climate, government structure.
• Market intelligence-gathering.
• On-line research.

**Local is defined as our three markets of accreditation (Russia, Armenia and Uzbekistan) with primary emphasis on Russia.

Abilities/Competencies:
• Troubleshooting and resourcefulness in problem-solving.
• Sound judgement, analytical thinking, and decision-making.
• Working independently and effectively setting and maintaining priorities, planning, organizing, implementation and control, including coordinating conflicting priorities within tight deadlines.
• Working in a team environment to foster and establish harmonious interpersonal relationship to achieve goals and objectives.
• Effective interactive communication (oral and written) in English and Russian.
• Use of technology tools and databases, including—but not limited to—Microsoft Windows, Outlook and Excel.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• University degree in commerce, marketing, business administration, international trade, law or engineering.
• Master’s degree (preferably a MBA).
• FITT Certified International Trade Professional (CITP ®) / (FITT International Business Professional (FIBP).
• Fluency in French (oral & written).
• Armenian language capacity.
• Uzbek language capacity.
• Effective use of social media tools for promotion and/or to generate new business.
• Experience using information and client management software applications.
• Experience organizing large events.

Organizational Needs:

Operational Requirements:
• Must be willing and able to travel within Russia, and to Canada, Armenia and Uzbekistan, including for events and training courses.
• Must be willing and able to work planned overtime and overtime on short notice on occasion, including in evenings and on weekends.
Hours of work: Normal working week 37.5 hours (7.5 hours per day).

Condition(s) of Employment:

• Proof of right to work in Russia and copies of educational qualifications will be required at the interview stage of the process.
• Proof of full vaccination against COVID-19 with a vaccine recognized by Canada or by Russia.
