Summary of position:
The Trade Commissioner (LE-01) is responsible for the provision of services in Turkey, Georgia, Azerbaijan and Turkmenistan as part of a larger Turkey Trade Network. Working under the supervision of a Canada-based Trade Commissioner in Ankara, the incumbent will support Canada’s Trade Diversification strategy by promoting Canadian exports and Canada as an investment location and innovation partner, building relationships with Canadian Clients and Contacts in Turkey and the three other markets, sharing knowledge of local market opportunities/issues, planning/executing events, and helping new and existing Canadian Clients achieve commercial success in Turkey as well as in Georgia, Azerbaijan and Turkmenistan.
Focussing on one or more trade sector(s), the incumbent will:
• Develop knowledge in assigned sector(s), together with the political and economic context of local market conditions, to respond effectively to Canadian Client inquiries;
• Proactively establish networks with Local Contacts to identify opportunities for new and existing Canadian Clients;
• Participate in the organization and execution of high-level visits and/or trade events;
• Participate in the development of sector-specific annual business plans, budget monitoring, and reporting;
• Collaborate effectively with the Istanbul team to optimize effectiveness of the Canadian Trade Commissioner Service (TCS).
The position is both proactive and reactive in terms of the scope of work. The Trade Commissioner will support official visits, delegations, missions and outreach activities by mission staff and works to broaden commercial linkages between Canada and Turkey as well as the three other markets.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and Curriculum Vitae (CV) how they meet each of these essential qualifications. Only candidates who meet all the Essential Requirements will proceed to the next stage of the process.
- University degree from a recognized university in a discipline related to the position, such as Business Administration, International Trade, Commerce, or Marketing.
- Minimum 5 years (within the past 7 years) of relevant work experience in at least two of the following three areas:

o International business development, working with commercial, financial, or government clients in international trade and/or investment promotion
o Developing client and stakeholder relationships, including preparing for and conducting meetings with internal and external contacts
o Planning and delivering programs with minimal supervision in at least one of the following: B2B client meetings; roundtable networking events; trade shows; trade delegations; high-profile visits

• Fluent in English (written, reading and oral communication)
• Fluent in Turkish (written, reading and oral communication)

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written or online examination, an oral interview, role-play, practical tests, presentations, psychometric assessment and/or reference checks.

• Ability to collect, synthesize and distribute data, information or intelligence
• Knowledge of the use of databases, Microsoft Office & eCRM tools for commercial promotion, lead generation and recording information
• Ability to use technology and social media tools for FDI promotion and lead generation
• Ability to prioritize multiple demands, exercise initiative and judgement and be organized
• Ability to provide advice to clients and stakeholders at varying levels
• Experience in researching and preparing quantitative and qualitative reports and notes
• Understanding of key sectors of the Canadian and Turkish economies
• Ability to communicate clearly and effectively, both orally and in writing, and to modify messages appropriately based on audience
• Ability to establish and maintain positive relationships with a network of clients, partners and colleagues
• Sound judgement, initiative and ability to work independently
• Teamwork/strong interpersonal skills

Asset Qualifications:
The Embassy has the right to further screen on Asset Qualifications and as such, preference may be given to candidates who have the following asset qualifications. Candidates should also clearly demonstrate in their cover letter if they meet these factors.

• Knowledge of Canada’s footprint in Turkey and Canadian trade/investment objectives for deeper engagement with Turkey
• Experience working with international trade missions and/or government delegations
• Knowledge of Turkey’s Agri-Food, Mining and/or Aerospace
• Ability to read, understand and communicate in French

Organizational Needs:

Operational Requirements:
● Must be able to work overtime on short notice on occasion;
● Must be available for occasional duties outside normal working hours (i.e., evenings and weekends);
● Must be willing to take on duties that not necessarily fall within the job description

Condition(s) of Employment:
• Hours of work will be 37.5 per week, worked Monday to Friday at times to be arranged by the supervisor.
• Any job offer is subject to receipt of satisfactory employment and character references and the ability to obtain and maintain a Reliability Status security screening
• Copies of educational qualifications will be required at the interview stage of the process.
• Successful candidate must have the required documentation allowing the right to work in Turkey. Documentation will be required.
• All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated against COVID-19 as a condition of employment and to attest that they are fully vaccinated against COVID-19 prior to their starting date unless accommodation measures are granted.
